Raf Souccar

Government Relations, Co-Founder | Chairman of the Board

Raf Served as Deputy commissioner of Federal and International Policing in the Royal Canadian Mounted Police. In addition to his responsibilities for National Security and Organized Crime, Raf also had oversight of the RCMP’s role in Canada’s drug strategy and has provided testimony before parliamentary committees relative to the opioid crisis and the use of a regulated safe supply to assist those suffering from substance abuse disorder.

After counselling successive Justice Ministers on the topic of marijuana legalization, Prime Minister, Justin Trudeau appointed Raf to the 9 member Marijuana Legalization Task Force in 2016. The Task Force was given a mandate to consult and provide advice to the Government of Canada on the design of a new legislative and regulatory framework for legal access to cannabis.

Raf has a Bachelor of Business Administration and has been a lawyer and member of the Law Society of Ontario since 1995. He is also a graduate of the Institute of Corporate Directors.

George brings a comprehensive entrepreneurial vision to the Regulated Controlled Substances and mental health and wellness industry. As a founder of Medcann Health Products, he has established invaluable connections within the industry, both nationally and globally. His expertise extends beyond the cannabis sector, with a robust 20-year track record working with government regulations within Health Canada and the Liquor and Cannabis control Ministries in multiple Provinces. Additionally, working early in Ai driven think tanks focused on health and wellness has brought a well rounded approach to solving complex problems that require outside of the box thinking. This extensive experience has equipped him with a strong business ethos that is instrumental in driving Pure's success.

In addition to his entrepreneurial acumen, George is proficient in organizing and managing human resources, ensuring that Pure Brands operates with efficiency and excellence. His fluency in the Spanish language further enhances his ability to navigate and build relationships in diverse markets, making him a versatile and dynamic leader in the industry.
